P.H.D. (Professional Hairdressers DoNoHarm): A 40+ Year Legacy Becomes a National Movement

From the Hospital to the Salon

My journey began in clinical nursing at the Hospital for Joint Diseases, where I learned the profound weight of patient care, orthopedic stabilization, and the foundational medical ethic: "Do No Harm."

When I transitioned into specialized hair restoration in 2002, I recognized a critical systemic gap: the traditional salon industry lacked the clinical oversight, barrier protection, and standardized protocols necessary to support individuals navigating Trichotillomania and Body-Focused Repetitive Behaviors (BFRBs).

To bridge this gap, I developed a non-damaging physical stabilization framework engineered to protect the scalp barrier and preserve natural hair—yielding over 15 years of documented remission outcomes.

In 2008, I successfully championed House Resolution 875 in the Pennsylvania House of Representatives alongside then-State Representative (later State Senator) Mario Scavello, securing the nation’s first official state legislative recognition for the BFRB community.

Today, we are taking this mission worldwide.

The Call to High-Discipline Professionals

If you are a medical hair restoration specialist, trichologist, or practitioner who values evidence-based care, this is a pivotal moment for our field. We are far more than stylists—we are specialized care providers integral to physical barrier protection, client dignity, and long-term health. Yet for too long, non-invasive physical interventions have been overlooked by the broader healthcare system.

It is time to stand up, align our standards, and lead a global shift from the Salon Chair to Clinical Care.

Dual Impact: U.S. Health Parity & Global Standardization

We are advancing from historical state recognition to national policy reform and international clinical standardization:

  • U.S. Insurance Parity Advocacy: Domestically, our policy objective is fighting to ensure specialized BFRB physical stabilization prosthetics receive national insurance parity—recognized and reimbursed alongside Cancer and Alopecia interventions under formal medical prosthetic coding (e.g., HCPCS A9282 and S8095).
  • Global Protocol Standardization: Internationally, we are partnering with high-discipline clinics to establish standardized, non-damaging protocols grounded in data and physical scalp barrier preservation.

By uniting high-caliber practitioners globally, we are building the clinical research foundation required to prove to insurers, legislators, and medical teams that specialized BFRB hair stabilization is an essential health intervention, not a cosmetic luxury.

FROM THE PA CAPITOL TO NATIONAL REFORM:
THE JOURNEY OF HR 875 & HELPME2STOP

We aren't just starting this fight—we've been winning it for nearly two decades.

This interview explores the landmark 2008 moment when HelpMe2Stop founder Charlene Blacer was invited to the Pennsylvania State Capitol by then-Representative Mario Scavello. This meeting led to the successful passage of PA House Resolution 875, which officially established Trichotillomania Awareness Week in the Commonwealth.

Today, we are taking that same momentum to the federal level. Utilizing 15+ years of documented forensic proof, we are challenging federal medical codes (A9282/S8095) to secure National Insurance Parity for all BFRB sufferers.

In this video:

  • The story behind the passage of HR 875 in Pennsylvania.
  • Bridging the gap between the salon chair and clinical care.
  • Our 2026 mission to achieve mandatory insurance coverage alongside Cancer and Alopecia.

THE HAIR NURSE MISSION

My journey began with a clinical foundation in nursing at the Hospital for Joint Diseases, which I carried into my over 40-year career as a cosmetologist. I realized early on that hair restoration for "silent sufferers" of Trichotillomania was being treated as a cosmetic luxury when it is actually a medical necessity.

Clients like Debra are the proof. Witnessing her powerful over 15-year sustained remission—achieved through our Non-Destructive Stabilization Protocol—made one thing clear: this success cannot stay confined to the salon. It must be used to change national policy.

Our Mission Catalyst: Medical & Legislative Integration HelpMe2Stop is a 501(c)(3) nonprofit on a mission to prove that BFRB stabilization is a medically recognized intervention. By joining our National P.H.D. Registry, you are helping us build the evidence-based network needed to secure National Insurance Parity. Our commitment is built on absolute transparency as a Candid Platinum-sealed organization, our data, our "Do No Harm" training, and our legislative progress are openly shared with the community.

The Value Proposition: Join the Movement We invite you to join a leadership circle built on clinical integrity and mutual support. The ideal P.H.D. candidate is a licensed professional driven by empathy and a commitment to authenticity.

Through our education, webinars and mentorship, you’ll gain insights from experts who have moved beyond the "miracle cure" marketing of the past to embrace a science-backed, "Do No Harm" standard of care. We are a community of leaders who believe that changing one policy is worth the work of 1,000 grants.
